Recent Policy Accomplishments
Provided regular updates and analyses to member agencies on federal policy and budget changes and their impact on L.A. County, along with timely resources to help providers navigate immigration policy changes.
Responded to the Foster Family Agency Insurance Crisis through working closely with DCFS and the Board of Supervisors to develop local solutions and resources, engaging state and federal elected officials to pursue remedies at all levels, increasing awareness of the crisis through media outlets and stakeholder groups, rallying member agencies and community partners to uplift two critical BOS motions, and advocating in support of the successful state FFA insurance budget request in FY 25-26.
Collaborated with DMH through biweekly meetings to address key mental health advocacy areas related to operations, contracts, and finances, and to strive towards enhancing Departmental coordination and communication with providers.
Led advocacy with numerous County and State representatives for rate adequacy within the Tiered Foster Care Rate Structure leading to increased awareness of fiscal sustainability needs of foster care providers.
Maintained ongoing collaboration with DMH regarding payment reform implementation and necessary adjustments to support access to care across the system, continued provision of field-based services, and workforce stability.
Engaged County Departments and community partners in forward-looking discussions regarding the County vision for FFAs to better support FFAs in future planning to meet system needs.
Partnered with DMH to plan and prepare for Behavioral Health Transformation (BHT) and BHSA, which included cross walking and submitting feedback on the Department of Health Care Services BHT Policy Manual Modules, regularly meeting with DMH to discuss implementation planning, and actively participating as a BHSA Community Planning Team member.
Successfully advocated for more reasonable requirements related to DCFS Partnership for Families and Prevention & Aftercare invoicing, as well as P & A referral outreach, thereby reducing provider administrative burden and allowing providers to prioritize and triage services for families in key child welfare prevention programs.
Created opportunities for providers to explore applications of AI in behavioral health by convening a member panel, facilitating member discussions, and engaging in advocacy to streamline DMH administrative processes.
